Sulma Khalid is a mission-driven attorney with a specialized focus on affordable housing development and finance transactions. 

 

Previously, she served as Assistant General Counsel for the DC Department of Housing and Community Development, where she supported the agency’s goal of creating and preserving affordable housing for DC residents. In this role, she contributed to affordable housing policy initiatives and represented the District as a subordinate lender in various affordable housing financing transactions.

 

Now, at Robinson & Cole in Boston, Sulma’s practice has expanded to include representing both large and small developers, senior lenders, non-profits, and condominium associations. Her work spans multiple states, including Massachusetts, North Carolina, Idaho, Rhode Island, Connecticut, and California. This broad geographic reach has enriched her expertise in affordable housing law.

 

Having represented nearly all parties involved in affordable housing transactions across several U.S. cities, Sulma brings a wealth of knowledge and skill to all phases of these complex deals. She has particular experience with transactions involving multiple layers of funding from both public and private sources, such as federal and state funding, historic and new markets tax credits, bonds, bank loans, private equity investments, and grants.

 

Sulma is deeply committed to advocating for both her clients and the communities they serve. Through her legal practice, she aims to make a meaningful, positive impact in the affordable housing sector.
