Ms. Hannah Glosser

Director HR&A Advisors, Inc.

Hannah Glosser supports the design and implementation of policies to promote inclusive decarbonization, and climate change adaptation in cities. As a Director at HR&A Advisors, based in the New York office, Hannah focuses at the intersection of climate, community planning, and housing. She is a leader in HR&A’s climate practice where she advises governments, community-based organizations, and philanthropy on how to steer investments in decarbonization and climate adaptation. She has most recently led resilience and climate adaptation projects in New York City and State, Pittsburgh, Honolulu, and Kaua’i. She authored an article on 10 Principles to Creating a Resettlement Program, outlining how managed retreat can be considered a viable climate adaptation tool. Prior to joining HR&A, Hannah worked at 100 Resilient Cities (100RC), an initiative of the Rockefeller Foundation, supporting resilient strategy development and implementation in cities across the world. Hannah serves on the Urban Land Institute New York Climate and Sustainability Council and Prospect Park Alliance State of the Park Board Committee. Hannah holds a Bachelor of Arts in Political Science from Colorado College.

Managed retreat is a proactive approach that involves forward-looking social, economic, policy, and land use planning. Join this session to learn practical ways to facilitate managed retreat through communication, policy, acquisition, and market-based tools, drawing on case studies and lessons learned from New York, the Gulf Coast, California, and Washington.
