Cities that once were considered on the edge the vast Toronto metropolitan region are now experiencing explosive population growth. The dramatic rise of these now-former suburbs into truly urbanizing hubs presents a new model for North America. The driver of this transformation is progressive municipal leadership. Leadership often competes with other cities—regionally, provincially, and nationally—for investments in public infrastructure, high-quality private development, institutions for education, recreation, health care, and, of course, economic development and employment.
