Mr. Walker works closely with municipalities, anchor institutions, and Fortune 500 companies to create economic opportunities in underserved communities. His projects have generated thousands of new jobs and brought grocery stores and health care services into Chicago’s food and health care deserts. Mr. Walker has structured more than $100 million in new markets tax credits, and he is a board member of the Urban Development Fund, which has invested its federal new market tax credit allocations in over $1 billion of new commercial developments in underserved neighborhoods. Recent notable developments in Chicago include the Blue Cross Blue Shield Customer Care Center in Morgan Park and the Discover Financial Services Call Center in Chatham. Prior to taking on the leadership of DL3 in 2000, Mr. Walker was an associate partner at JLL, where he represented Fortune 500 clients in the leasing and development of office space, and he began his career at Citicorp in the real estate capital markets group structuring debt securities for REITs. He is a graduate of the University of Chicago’s Law School and Booth School of Business and received his bachelor’s degree with distinction honors from the University of Michigan School of Business. Mr. Walker is a frequent speaker and serves on numerous boards.
